Swiss Council of States Commission Rejects ILO Convention Against Violence

The Swiss Rechtskommission des Ständerats (RK-S) has voted against ratifying the International Labour Organisation (ILO) Convention on Violence and Harassment in the World of Work. The vote was 6 to 5 with one abstention. The RK-S was initially in favour of the ratification, but later decided to ask for a clarification to ensure that the ratification would not lead to changes in Swiss labour law. The commission was concerned that the interpretation of the ILO Convention could lead to a variety of demands and overload Swiss labour law. The minority of the commission, supported by the social partners, argued that ratification was necessary to avoid sending a negative signal internationally. The Swiss National Council had previously approved the federal resolution to ratify the Convention. The Convention prohibits violence and harassment in the workplace and outlines measures for prevention, support and remedial action. It was adopted by the ILO in 2019 and has been ratified by 31 ILO member states. No member state has yet rejected it.nnnnnnnnnn
