The Swiss Parliament has passed a law requiring solar panels to be installed on the roofs and facades of new and substantially renovated buildings. The National Council and the Council of States both agreed on the proposal, which was put forward by a minority in the Commission for Environment, Spatial Planning and Energy (Urek-N). However, the majority of the commission had insisted on the general solar requirement for roofs and facades, but narrowly lost the vote. Energy Minister Albert Rösti had warned against this formulation and urged the proposal to be made majority-proof. The two councils are still not in agreement on the solar requirement for parking lots, with the National Council wanting it for large areas and the Council of States not.nnnnnnnnnnnnnnnnnnnnnnnnnn
