Geneva tests localizable bracelet as an alternative for detention

The canton of Geneva wants to examine alternative measures to imprisonment. To this end, it is now testing a localizable electronic bracelet for people who are considered to be at risk of domestic violence.
In an interview with "Le Matin Dimanche", Carole-Anne Kast (SP), the Geneva State Councillor responsible for security, explained that the electronic ankle bracelet already in use as an alternative to imprisonment is intended for people who have a lower risk of reoffending and a lower risk potential.
The ankle bracelet is not used for real-time localization, but to check whether the person in question is complying with their sanction regime. "People who are classified as a risk therefore have no access to this system."
The locatable bracelet would make it possible to provide precisely these people with an alternative measure to detention, explained the State Councillor. The risk of a crime being committed in the event of an alarm is eliminated by being able to intervene at the victim's home or workplace or stop the perpetrator in their tracks, said Kast.
Victim protection to be further developed
The canton of Geneva wants to play a pioneering role in western Switzerland in the fight against domestic violence. Last March, the Conference of Cantonal Justice and Police Directors (KKJPD) gave the green light for corresponding pilot projects to combat and prevent domestic violence and violence against women.
Among other things, the specific use of electronic monitoring measures to protect victims should be further developed as part of cantonal pilot projects, as is now to be done in Geneva. According to the KKJPD, the aim of the pilot projects is to further improve the optimal care of victims and the prevention of violent crimes.
The findings from a trip by a delegation from the KKJPD to Spain at the end of January 2023 were also incorporated into the planning of the projects. Dynamic electronic monitoring of offenders and victims is already being used in Spain.
