Solothurn parliament wants to ban new rock and gravel gardens

The Solothurn Cantonal Council wants to prohibit the creation of new rock and gravel gardens in the canton. This is one of the changes that the Cantonal Council decided on Tuesday with the amended Planning and Building Act and the Cantonal Building Ordinance.

In the final vote, the necessary two-thirds majority for the amendment to the law was clearly achieved, against some of the SVP's votes. Prior to this, several individual points had been discussed and voted on intensively.

Beat Künzli (SVP) said that a ban on rock and gravel gardens would be "a massive encroachment on the property rights of homeowners and the autonomy of the municipalities". Thomas Lüthi (GLP) replied that it was not an absolute ban. If the stones were overgrown with saxifrage or other plants, the area would count as a chargeable green space and would therefore still be permitted.

It was also emphasized in the discussion that existing rock gardens were not affected by the regulation.

In addition to the ban on new rock and gravel gardens, the majority of the cantonal council also voted in favor of the paragraph prohibiting the planting of invasive alien plants. The opponents had argued that this was already ensured by national legislation and did not need to be additionally stipulated by the canton.

Notification instead of planning application for "indoor heat pumps"

The amended regulations also allow heat pumps installed entirely inside buildings to be registered just 30 days before the start of construction, instead of a regular building application. No building permit is also required for temporary installations outside the building zone that remain there for a maximum of three months per calendar year.

The proposal that the municipality should be able to specify the number of underground parking spaces for new buildings with more than ten parking spaces did not go through. At the request of the FDP, this option was removed.
