Healthcare stakeholders must make improvements to cost neutrality

In December 2023, healthcare stakeholders submitted two applications to the Federal Council for new tariff structures for outpatient medical treatment. Both applications had a separate cost neutrality concept. These must now be combined.

Cost neutrality is a key legal criterion that a new tariff must meet before it can be approved by the Federal Council, as the Federal Council announced on Wednesday. It is intended to ensure that the transition from an old to a revised or new tariff structure does not lead to additional costs that are directly attributable to the change.

The Organization for Outpatient Medical Tariffs (OAAT AG) is responsible for merging the two applications. This organization is chaired by Pierre Alain Schnegg, Bern's Director of Health. At a joint media conference with Federal Councillor Elisabeth Baume-Schneider, Schnegg said that OAAT must develop the basis for ensuring coordination between the tariffs.

Last December, the Swiss Medical Association FMH and the health insurers' association Curafutura submitted an application for approval of the Tardoc single service tariff structure, while the H+ association and the health insurers' association Santésuisse submitted an application for approval of a tariff structure with outpatient flat rates to the Federal Council for approval.

The Federal Council is now giving the tariff partners until November 1, 2024 to submit a joint, overarching concept for cost neutrality. The timetable is ambitious, but a first meeting of the Board of Directors will take place on Thursday, said Schnegg.
