Finance Committee follows the Federal Council on education credit

The Finance Committee of the Council of States has approved the credits for education, research and innovation for the years 2025 to 2028 in the amount requested by the Federal Council by 9 votes to 4. It rejected the increases that the National Council approved for these areas in the summer session.

CHF 29.2 billion is to be made available for education, research and innovation (ERI) between 2025 and 2028, as requested by the Federal Council, the parliamentary services announced on Friday. The Finance Committee of the Council of States (FK-S) has now agreed to this amount, but rejected the increase of around CHF 150 million approved by the National Council.

The discussion took place against the backdrop of the delicate financial situation of the Confederation, as was also reported. The Federal Council had planned to reduce the contribution to the ETH Domain by 100 million in 2025. The National Council had said no to this, in contrast to the Committee of the Council of States.

The majority of the FK-S emphasized that, according to the Federal Council's proposal, considerable additional funds had already been earmarked for these areas compared to the previous four-year financial framework, despite the federal government's unfavourable financial situation.

Fees for foreign students

The high proportion of students from abroad and the associated costs also raised questions. By 8 votes to 2 with 1 abstention, the committee proposed supporting the National Council's decision to charge foreign students at least three times as much as Swiss students.

The Commission will forward its proposals to the responsible Commission for Science, Education and Culture.

In addition to the ETH Domain, the National Council called for additional funding for vocational and continuing education, the cantonal universities, research (Swiss National Science Foundation and Swiss Academies of Arts and Sciences) and the Swiss Innovation Park.
