Unification Conference must deal with research funds

After three rounds of consultations, the dispatch on education, research and innovation (ERI) for the years 2025 to 2028 has not yet been finalized. The unification conference must now deal with the final differences.
The Council of States discussed the bill for the third and final time on Wednesday and insisted on saying no to two increases proposed by the National Council. An additional 1.5 million francs for organizations for continuing education and the cantons are controversial. The Council of States wants to approve 75.7 million francs, the National Council 77.2 million.
The Councils also disagree on increasing contributions to the National Science Foundation and the Academies of Sciences. The Council of States wants to follow the Federal Council and approve around CHF 5.2 billion for institutions that promote research.
The National Council wants to increase this contribution by CHF 22.3 million in favor of the National Science Foundation and the Academies of Sciences. The aim is to compensate for the fact that Switzerland is not participating in the Horizon Europe research program.
The councillors agreed that an amount of the project-related contributions should be reserved for the training of additional human medicine specialists and, in particular, GPs. This is now up to 25 million francs. The National Council had initially requested CHF 100 million, while the Council of States rejected this provision.
