Council of States committee rejects standardized cantonal health insurance funds

The cantons should not be allowed to introduce standardized cantonal health insurance schemes for the time being. This is the opinion of the responsible committee of the Council of States. It rejects a Geneva cantonal initiative.
The initiative requires a legal basis so that the cantons can introduce standardized health insurance schemes. However, the Council of States' Social Security and Health Committee (SGK-S) wants to wait for a report from the Federal Council before taking any further steps.
The SGK-S decided not to support the initiative by 7 votes to 4 with one abstention, as reported by the parliamentary services on Tuesday. It believes that standardized cantonal health insurance funds would entail considerable difficulties in implementation and execution.
The Commission also doubts that single health insurance funds would reduce healthcare costs. At present, less than 5 percent of the premium volume is accounted for by the administration of the health insurance funds. Furthermore, the cantons already have the option of setting up their own health insurance funds, which would compete with existing funds.
Ten years ago, Swiss voters rejected the introduction of a single health insurance fund by 61.9%. The majority of German-speaking Switzerland said no, while French-speaking Switzerland approved the corresponding popular initiative.
The Council of States will decide on the initiative next.
