The Swiss parliament has laid the foundations for end-to-end digital justice procedures in Switzerland. On Thursday, the National Council and Council of States resolved the final differences in the new Federal Act on Platforms for Electronic Communication in the Judiciary.
The BEKJ, as the decree is abbreviated, is therefore now ready for the final vote on Friday. In the end, a transitional period and a registration requirement for certain lawyers were still on the agenda.
The Council of States voted unanimously in favor of the proposals put forward by the conference, the National Council by 135 votes to 54.
The BEKJ makes electronic communication mandatory for professional actors such as judges, authorities and lawyers. The cantons should have the opportunity to set up their own platforms.
Setting up the new national communication platform will cost around CHF 28 million. The federal government wants to set up the new digital service with the cantons and contribute 25 percent. The operating and further development costs of around CHF 7.4 million per year are to be financed through fees.
