The Federal Office for Civil Protection (BABS) has released a new brochure informing owners of shelters of their obligation to build shelters and their purpose and maintenance. This publication, entitled "The Shelter", also provides information on the preparation, setup and allocation of shelters in the event of an increasing threat. Shelters are an important element of the Swiss security system, but preparation is only done on the orders of the authorities. In the current situation in Ukraine, no preparation for staying in shelters is necessary. In the event of an armed conflict in the border area or in Switzerland, the local authorities will provisionally assign shelters to the population. Shelters must be operational and ready for use within five days. The Civil Protection supports the population in the use and stay of shelters. The population, and in particular the owners of shelters, bear a certain responsibility for their own and joint protection, which is supported by this new brochure. In total, there are around 370,000 private and public shelters in Switzerland, with around nine million places for the population. Of these, only about 700,000 are in small shelters, which is less than 10%. The remaining places are distributed to cantonal and municipal shelters. With the revision of the Population and Civil Protection Act of 2011, it was stipulated that only larger buildings must build shelters.
