One day after the Bernese cantonal government, the Jura government has now also decided to vote in favor of Moutier's change of canton concordat. The vote is a decisive step in the process of incorporating the town into the canton of Jura, as the government announced on Tuesday.
The text is a good compromise, emphasized Nathalie Barthoulot, President of the government delegation for Jura affairs, on Tuesday in Delsberg.
Parliament approved the concordat in the second reading by 53 votes to 1 with 5 abstentions. During the debate, SVP MPs expressed concern that the admission of Moutier would put a strain on the canton's finances. On Tuesday, the government gave assurances that it was not planning any tax increases.
The agreement, which will also be put to a vote by the citizens of Bern on September 22, regulates the most important points in connection with the change of canton, namely continuity in the areas of administration, schools, justice and hospitals. It also sets out the principles for the distribution of assets.
The canton is focusing on the financial challenges that the arrival of Moutier will bring. By January 1, 2026, the date of Moutier's admission, the costs will amount to CHF 13 million.
The Federal Assembly will have the final say. It will have to formally approve the territorial change of the two cantons. Before that, however, both cantons must say yes to the concordat.
