Canton Ticino posts a deficit of almost 122 million francs

The Ticino government approved the 2023 state accounts on Thursday. After a slight surplus in 2022, the 2023 state accounts close with a deficit of 121.8 million francs. A deficit of 79.5 million francs was budgeted.

In its communication, the government cites the non-distribution of profits by the SNB as the main reason for the larger deficit. This "loss of income" amounts to CHF 137 million compared to the 2023 budget.

In addition, the new calculation model for transport tax and the sharp rise in health insurance premiums in Ticino have also led to a greater financial burden.

In the southern canton, health insurance premiums rose by 9.2 percent in 2023. This has led to an additional burden of CHF 10.7 million compared to the budget for the reduction in health insurance premiums, the press release explains further.

Current expenditure was CHF 31 million higher than budgeted. This was primarily due to expenditure on personnel, particularly for teaching staff.

Compensation must be achieved by 2025

The press release concludes that 2023 was a "particularly difficult year" in financial terms. The financial situation of the canton of Ticino remains fragile. The government and parliament must therefore continue their efforts to balance the cantonal accounts.

In spring 2022, the people of Ticino approved a spending brake. This stipulates that the profit and loss account must be balanced without burdening the municipalities. In addition, taxes may not be increased.

The balance must be achieved by the end of 2025 at the latest. In the meantime, the VPOD trade union has launched a popular initiative to abolish this spending brake. The reason for this is the government's austerity program, which is making cuts to cantonal employees and healthcare facilities, among other things.

The draft law was created in the wake of the debate surrounding the 2020 state accounts, which closed with a deficit of 165.1 million francs.
