Cantons want to retain competencies in hospital planning

The cantonal health directors oppose a stronger role for the federal government in hospital planning. This is exactly the right place for the cantons.

Hospital planning needs to be embedded in the regional healthcare system and democratically legitimized by the affected population, the Conference of Cantonal Directors of Public Health (GDK) explained its position in a press release on Friday. The federal government lacks proximity to what is happening on the ground.

The reason for the statement was the GDK plenary meeting in Bern. The GDK also referred to the role of the cantons in the financing of hospital services. It argued that if the planning competence were to be shifted to the federal government, the latter would also have to take over the financing.

However, the cantonal health directors say they want to examine the possibilities for greater cooperation between the cantons in hospital planning. The background to the discussion is several motions that are pending in parliament.

No to de minimis fee

On Friday, the GDK Board also commented on the introduction of a fee for people who seek emergency hospital treatment for minor ailments.

The majority of the National Council's Health Committee wants CHF 50 to be paid in such cases in future - unless someone has been referred to hospital by a doctor, a telemedicine center or a pharmacist. The National Council committee has drafted a bill on this. Pregnant women and children would be exempt from the regulation.

The GDK Board recommends that Parliament does not approve the bill, as it announced. It fears that the administrative burden would be greater than the benefit of such a small fee.
