Confederation and cantons relaunch project for task unbundling

He who pays, commands: the federal government and cantons want to clarify who should be responsible for what in future. To this end, they have relaunched their unbundling project, which was put on hold in 2021. 21 areas of responsibility are to be reviewed, including premium reductions, civil protection and regional passenger transport.
The Federal Council and the Conference of Cantonal Governments (KdK) adopted a mandate with key parameters, as they announced in a press release on Friday. The fact that the Confederation and cantons performed a number of tasks together led to mixed responsibilities, duplication and a lack of efficiency.
The last such task review took place in 2008 as part of the reorganization of financial equalization and the division of tasks between the federal government and the cantons (NFA). A new review was initiated in 2019, but was put on hold in 2021 due to the pandemic.
In 2019, four areas of responsibility were under review; now there are 21, including premium reductions, supplementary benefits, regional passenger transport, the expansion of rail infrastructure, health, the police, the prison system, universities and vocational training as well as heritage protection and monument preservation.
Proposals for unbundling should be available by 2025. After that - by the end of 2027 - in-depth analyses are to be carried out and a global assessment of the financial impact drawn up. Overall, the changes should be budget-neutral for both sides. Partial unbundling is also to be examined as an option.
