Like the National Council, the Council of States also wants to maintain indirect press subsidies from the federal government. On Thursday, it accepted the proposal of a National Council committee to continue and increase this funding.

The majority of the Council thus shared the view of its pre-advisory committee that small and medium-sized publishers are currently in a phase of upheaval. They need to be given time and money until they have managed the digital transformation. The regional and local press plays an important democratic role.

Federal contributions for the reduced delivery of newspapers and magazines are the federal government's instrument for indirectly promoting the print media. An SVP minority in the Council of States failed in its motion to reject the bill.

The Council of States took up the detailed deliberations after the entry debate. Specific amounts are at stake. The Commission is proposing that CHF 40 million be made available for the daily delivery of newspapers. The National Council wants 45 million.
