Councils want full equalization of burdens for family equalization funds

Parliament wants to force all cantons to introduce a full equalization of burdens between the family equalization funds. On Tuesday, the Council of States resolved a final difference in a bill that Parliament had requested from the Federal Council.
The introduction of full equalization of burdens was already agreed by the councils last year. However, it was still unclear on Tuesday how much time the cantons should be given for the changeover. The Council of States now joined the National Council without opposition, which had decided on a transitional period of three years.
The Federal Council requested the introduction of full burden sharing between the health insurance funds because Parliament had demanded it. According to information provided by the Federal Council in May 2023, this affects 15 cantons that either have partial burden sharing or none at all. The other eleven cantons already have full burden sharing.
The contribution rates for family allowances vary depending on the sector. In sectors with low wages, employees with large families and many part-time employees, the family compensation funds have to demand higher contributions in order to be able to finance family allowances.
In sectors with high wages and employees with few children, on the other hand, funding is guaranteed even with low contributions. A cantonal equalization of burdens can partially compensate for these differences.
The demand for full equalization of burdens between the family equalization funds goes back to a motion by former member of the Council of States Isidor Baumann (UR). The bill is ready for the final vote.
