E-ID also receives the green light in principle from the Council of States committee

The e-ID is also generally well received by the responsible Council of States committee. It approved the bill in the overall vote by 9 votes to 1. The proposed amendments mainly concern data protection and cyber security.
The state E-ID is the second attempt to introduce electronic identity. It is to be introduced in 2026. The first attempt - a private-sector solution - was rejected at the ballot box in 2021. The revised proposal received praise in the National Council last March.
The Legal Affairs Committee of the Council of States (RK-S) no longer has any fundamental reservations, as the Parliamentary Services announced on Friday. The Federal Act on Electronic Proof of Identity and Other Electronic Evidence and the associated federal decree on the commitment credits for the development and operation of the E-ID are likely to pass through parliament.
The details are still being discussed. Among other things, the RK-S is in favor of allowing facial image comparison to be carried out automatically when creating an E-ID on site. In addition, the source code of the trust infrastructure software should not be published if this would jeopardize data security or the rights of third parties.
Furthermore, public authorities should in any case accept the E-ID as a means of identification and thus as an alternative to analog ID cards. In addition, the Commission attaches great importance to data security when storing and presenting the E-ID.
The Council of States is expected to discuss the bill in the fall session.
