Federal Council requests more money for Ukraine refugees and research

An additional CHF 185 million for support for persons with protection status S, CHF 86 million more as transitional aid for Swiss researchers and a good CHF 14 million for childcare: the Federal Council is proposing these and four other supplementary credits to Parliament.
On Friday, the national government approved the second addendum to the 2024 budget, as announced. This involves a total of seven credits amounting to CHF 302 million.
More than half of the money is needed for people seeking protection from Ukraine. In the current year, the State Secretariat for Migration (SEM) now expects an average of 63,500 people with S status who require social assistance. The budget had been based on 50,000 people, as the Federal Council explains.
This supplementary credit is to be booked via the extraordinary budget and is therefore not subject to the debt brake. CHF 100 million is to be compensated for in the ordinary budget, as fewer integration lump sums than expected will be incurred at the same time.
More childcare places
The second major supplementary credit is related to the transitional measures for the EU's Horizon research program. The Federal Council writes that the additional requirement for 2024 largely relates to payment tranches for the 2021 to 2023 calls for proposals. The supplementary credit is to be compensated for in the years 2026 to 2030.
The Federal Council is requesting CHF 14 million for childcare. Since the coronavirus pandemic, the number of childcare places has increased again. An additional 4000 places are expected to be created in 2024.
The other supplementary credits add up to almost CHF 17 million and relate to various areas, including the costs for the extraordinary protection tasks for the Ukraine conference on the Bürgenstock (CHF 8 million) and the reimbursement of a fine from the Competition Commission to Swisscom (CHF 7.8 million).
