With the Climate Protection Act, voters approved funding programs worth CHF 3.2 billion. These are due to start at the beginning of 2025, when the Climate Protection Act comes into force. The Federal Council wants to place apartment buildings at the heart of the program for renovations and heating replacements.

On Wednesday, the Federal Council submitted the Climate Protection Ordinance required for the implementation of the Climate Protection Act, which was approved at the ballot box in June 2023, for consultation until May 1. The law sets the markers for Switzerland's path to the 2050 net-zero target.

In June, voters also approved financial aid for the replacement of heating systems and renovations as well as the promotion of innovative technologies; a total of CHF 3.2 billion.

The Federal Council wants to place apartment buildings at the forefront of the renovation program. The program should focus on areas in which the current cantonal funding is not effective enough, he wrote. Another focus of the renovation program should be the replacement of inefficient electric heating systems with modern heating systems.

The Climate Protection Act also stipulates that companies must reduce their greenhouse gas emissions to zero by 2050. If companies present a roadmap that adheres to certain conditions and use innovative and climate-friendly technologies to achieve the climate target, they can apply for support.

According to the Climate Protection Act, the federal government and cantons must take proactive measures to protect against climate change. The Climate Protection Ordinance provides for a platform for this purpose. This is intended to help representatives of authorities, science, business and civil organizations to network for adaptation to climate change.

According to the Climate Protection Act, the Federal Administration must achieve the net-zero target by 2040. The Federal Council intends to submit the relevant provisions for separate consultation as soon as possible. The Federal Department of Finance must submit an ordinance on climate reporting for financial institutions by the end of 2024.
