The voters of Innerrhoden approved the completely revised cantonal constitution at the cantonal assembly in Appenzell on Sunday. All members of the seven-member government were re-elected. An amendment to the law to introduce three new game reserves also received majority support.
The majority of the people of Innerrhoden supported the totally revised cantonal constitution, which had been the subject of controversial debate in the run-up to the vote. There were also critical comments at the cantonal assembly, for example from SVP cantonal president Martin Ebneter.
Ebneter recalled the statements made by the Ethics Committee (government), according to which no significant changes had been made to the content as part of the total revision. "The promise has not been kept with the constitution presented to the Landsgemeinde today" criticized Ebneter.
Cantonal Councillor Angela Koller countered Ebneter and other critics: "Writing a new constitution does not mean writing off the old one." There are some changes to the content, but these have been transparently identified.
Constitution expected to come into force in 2027
"We have not done anything dishonest, as we have been accused of in letters to the editor," government councillor Roland Inauen said at the beginning of the agenda item on the cantonal constitution, aware of the criticism. In the end, Ebneter's motion to refer the matter back was rejected and the new constitution was adopted.
As soon as the new constitution comes into force, the right to vote will be extended to persons lacking capacity. This includes people with a guardian, for example. New provisions on the introduction of emergency law have also been written into the constitution. Some financial powers have been redefined. Until now, the Landsgemeinde decided on expenditure of one million francs or more. In future, it will be able to vote on expenditure of two million francs or more.
It is expected to be 2027 before the new constitution comes into force. Part of the total revision was the removal of several aspects from the constitution into separate laws. These laws will be discussed in the Grand Council (parliament) over the next few months. The laws will then go before the Landsgemeinde.
Spontaneous candidates running against the head of construction
The voters also decided that the old government is also the new one: Director of Education Roland Inauen remains the governing Landammann (President of the Government) and Director of Economic Affairs Roland Dähler continues to serve as the standing Landammann (Deputy President of the Government).
Monika Rüegg Bless (Die Mitte) was re-elected as head of the Department of Health and Social Affairs with one vote against. Head of Finance Ruedi Eberle (SVP) and Jakob Signer (Justice, Police and Military Department, independent) were also confirmed as members of the Standing Committee. In addition, the voters in the ring again voted for Stefan Müller (Die Mitte) as head of the Department of Agriculture and Forestry.
Head of Construction Ruedi Ulmann (center) was also re-elected. Spontaneous candidates standing against the head of construction received only a few votes at the Landsgemeinde.
Federal Councillor Baume-Schneider as guest of honor
In the presence of numerous guests of honor, including Federal Councillor Elisabeth Baume-Schneider, the cantonal councillors of the canton of Neuchâtel and the Norwegian ambassador to Switzerland, the voters of Innerrhoden also said yes to the revision of the Hunting Act. This will establish three new game reserves.
The revision of the Agriculture Act, which aims to improve the protection of farm animals in Innerrhoden, was also approved. The revision enables the canton to provide financial support for region-specific herd protection measures in future. Specifically, this involves, for example, stabling sheep at night to protect them from wolves.
The Innerrhoden electorate also clearly backed the other items on the agenda, such as a loan of around CHF 14.5 million for a road renovation project.
