On Monday, Parliament allocated CHF 521 million for the adaptation of forests to climate change for the years 2025 to 2028. The National Council approved a compromise proposal from the small chamber on Monday by 125 votes to 60 with five abstentions. The matter has therefore been resolved.
The National Council recently did not want to approve more money for adapting forests to climate change. A federal contribution of CHF 451 million for the years 2025 to 2028 - as proposed by the Federal Council - seemed to be enough.
However, the Council of States then increased the funds for the forest by seventy million francs to 521 million francs during the last session week - instead of one hundred million francs as originally decided in the small chamber. This compromise proposal was then also recommended for approval by the responsible Committee for the Environment, Spatial Planning and Energy of the National Council (Urek-N) on Monday.
A right-wing minority still only wanted to allocate CHF 451 million for Swiss forests, but was defeated in the Council. Environment Minister Albert Rösti also campaigned in vain for the original version. According to the Federal Council, these additional funds could not be allocated if the debt brake was to be adhered to.
On Monday, the last difference between the Councils in the discussion of the federal decree on commitment credits in the environmental sector for the years 2025 to 2028 was thus resolved.
In total, more than CHF 2.2 billion will be allocated in the areas of flood protection, wastewater treatment, forests, nature and landscape, protection against natural hazards and residual water remediation, among others. The largest tranches of the funds will go to forests, flood protection and wastewater treatment plants.
