National Council calls for new report on terrorist financing

The Federal Council must examine whether and how terrorist groups and non-state actors that violate international law or have done so in the past may be financing themselves via Switzerland. It has received this mandate from the National Council.

On Wednesday, the Grand Chamber adopted a postulate from its Foreign Affairs Committee (FAC-N) by 120 votes to 61 with 2 abstentions. According to the text of the postulate, the Federal Council should examine the Anti-Money Laundering Act and the sanctions regime against the Iranian regime in particular.

The initiative was triggered by the attack on Israel by the Palestinian Hamas from the Gaza Strip. According to the majority in the APK-N, it should be investigated whether non-state actors such as Hamas are financed directly or indirectly via Switzerland. The Federal Council should also show what measures need to be taken to dry up financial flows.

The Federal Council judged the existing defense mechanism, which is to be supplemented by the planned Hamas ban, to be sufficient. A report by the administration would have no added value, said Finance Minister Karin Keller-Sutter.
