In the canton of Uri, the widely used electric resistance heating systems will no longer be allowed to be replaced, according to the revised Energy Law, which the citizens will vote on October 22nd. On the day of the Swiss elections, the people of Uri will vote on five cantonal proposals. The high number of proposals is due to the low threshold for the obligatory referendum in Uri. With respect to the referendum, the Landrat removed the teeth from the Energy Law. The government wanted to ban the operation of electric resistance heating systems within 15 years, but the parliament only banned new installations. Electric resistance heating systems require significantly more energy than other heating systems, especially in winter when electricity is scarce. The Landrat also removed the government's proposed obligation to use solar energy for new buildings and heavily renovated buildings from the law. However, it was undisputed in parliament that new buildings should cover their energy needs for heating and hot water without fossil fuels in the future. The citizens of Uri will also vote on the Data Protection and Cantonal Bank Laws. The Data Protection Officer should be elected by the Parliament and not by the Government, making it independent. The Cantonal Bank should be given more room to manoeuvre in order to survive in the market. The fourth proposal concerns the Swiss Way from Rütli UR to Brunnen SZ. At Bauen UR, hikers have to pass through a car tunnel. The Landrat wants to build a 170-meter-long pedestrian tunnel as an alternative and asks the citizens for a loan of 1.67 million francs. The government had rejected the project as too expensive. The fifth proposal is about joining the Intercantonal Agreement on Contributions for Medical Education. If the people say yes, Uri will pay 440,000 francs a year to the cantons that train many assistant doctors.
