In future, offenders in custody will only be allowed to go on prison leave if they are accompanied; they will no longer be able to go on unaccompanied leave. Following the Council of States, the National Council has now also decided this.
Custodians in closed detention and persons serving a custodial sentence prior to detention may only go outside when accompanied by security staff. The National Council approved this amendment to the Criminal Code on Wednesday by 130 votes to 58, against the wishes of the SP and the Greens.
Among other things, the innovation is the result of a proposal by former SVP National Councillor and current Zurich Government Councillor Natalie Rickli. She had recalled a convicted rapist and murderer who had managed to escape temporarily on a so-called humanitarian exit. This was not justifiable.
The National Council will now decide on the possibility of imprisoning young murderers. This concerns young people who commit murder after their 16th birthday.
