In the 1950s and 1960s, untested drugs were tested at the Breitenau psychiatric clinic in Schaffhausen. This is revealed in an expert report commissioned by the Schaffhausen cantonal council.

For the scientific review, 174 patient files were examined in a random sample survey, as announced by the Schaffhausen hospitals on Thursday. 14 people were treated with untested preparations without their knowledge.

According to the press release, these were different experimental preparations. According to the report, the most frequently used drug was one that was then approved as the first antidepressant in spring 1958 under the name Tofranil.

In four cases, this preparation was administered in 1957, in two others in 1958 shortly before or after its market launch. In the initial phase of psychotropic drug research in the 1950s, "the transition between experimental preparations and standardized drugs was sometimes fluid", the report states.

Subordinate role of Schaffhausen

There is no evidence that this antidepressant was used in the Schaffhausen clinic earlier than 1957, according to the statement. The clinical drug trials carried out were also barely documented, the report states. In addition, hardly any research documents and no correspondence with pharmaceutical companies had survived.

"Overall, the results suggest that psychiatry in Schaffhausen did not play a significant role in research into new psychotropic drugs in a national comparison." However, thorough studies of the administrative files, patient files and pharmaceutical company files would be necessary for a comprehensive judgment.

The experiments at the Breitenau psychiatric clinic at the time are problematic from today's perspective, the Schaffhausen hospitals state in their press release. They and the Schaffhausen cantonal council regret that an injustice was done to those affected. The report would not undo the misconduct at the time, but it could restore some of the dignity of those affected.

In 2015, various drug trials between 1940 and 1980 at the Münsterlingen psychiatric clinic in Thurgau came to light. The canton of Thurgau had these scientifically investigated. As a result, other cantons, including the canton of Schaffhausen, carried out investigations.
