Public care for 114 francs per hour and private care for 83

In 2022, home care provided by a public organization cost CHF 114 per hour. Private providers charged 83 francs. However, they charged 2.5 times more hours of care per client.
Care at home has doubled in the past decade, as the Federal Statistical Office (FSO) announced on Thursday based on its data for 2022. 405,000 people or 5 percent of the resident population made use of it, compared to 3 percent ten years ago.
Since 2011, it is no longer only the health insurance funds that finance home care, but also the public sector. As a result, the market share of private home care companies has almost doubled. In 2013, the private sector still provided 16% of care hours; in 2022, it was 29%.
The canton of Ticino is the first canton with a higher proportion of private companies providing care at home than the public sector. There, private individuals provided 45 percent of care hours. Self-employed caregivers supplement the offer and provided 6 percent of care hours nationwide in 2022.
The rates varied from an average of 114 francs per hour for public care organizations to 83 for private care providers and 93 for independent caregivers. Health insurers have been financing home care for a decade at an average of 59 francs. The remaining amount is paid by the public sector and the clients.
Residual financing of 442 million
According to the FSO, residual financing has been an additional source of income for private companies and the self-employed since 2011. In total, this amounted to CHF 442 million in 2022, 370% more than in 2013. In 2013, residual financing accounted for 23% of total income from nursing home care, in 2022 it was 31%.
The cantons can pass on part of the care costs to the insured persons. In 2022, those receiving home care from non-profit organizations in Central Switzerland (Obwalden and Nidwalden, Uri, Lucerne) had to pay the most themselves.
On average, this amounted to CHF 15 per hour plus the deductible and excess of 10 percent of the costs. Fribourg, Neuchâtel, Ticino, Vaud and Valais do not charge insured persons any cost sharing.
Different care hours
In 2022, public Spitex services provided an average of 47 hours of care per patient. The figure for commercial companies was 104 hours and 26 for the self-employed.
Annual income per client in the reporting year amounted to an average of CHF 9626 for private companies, an increase of 30 percent compared to 2013. Non-profit organizations generated CHF 5670 (3 percent less than in 2013) and the self-employed CHF 2411 (+ 9 percent)
