Until now, German authorities have not been able to directly collect fines for Swiss citizens who commit traffic offenses in Germany. With the police treaty renewed on 1 May, the northern neighboring country can now have fines for Swiss citizens who have committed a traffic offense in Germany collected directly via the competent police authority in Switzerland.

Similarly, the cantonal police forces can apply to the German police forces to enforce fines for German citizens in Switzerland, as the Federal Department of Justice and Police (FDJP) announced on Tuesday.

For offenses committed by a Swiss citizen in Germany, the minimum fine for an enforcement request from the German police is 70 euros, while the minimum fine for a traffic offense committed by a German citizen in Switzerland is 80 francs, as the FDJP also reported.

The fines collected by the respective authority at the offender's place of residence will then remain where they were collected due to the administrative effort involved, a spokeswoman for the FDJP told the Keystone-SDA news agency.

The existing police agreement already regulates the exchange of vehicle and owner data, as well as the transmission of fines. For example, people from Germany who are fined in Switzerland already receive their fines at their place of residence.

Cooperation also in witness protection

According to the FDJP, the revised police treaty also regulates cooperation in the protection of witnesses and victims, the deployment of liaison officers, mutual support in the event of major incidents and crises, as well as cross-border surveillance and undercover investigations. The latter is also intended in particular to help combat organized cross-border crime such as drug trafficking or smuggling more effectively.

According to the FDJP, bilateral police cooperation between Germany and Switzerland is based on a police treaty dating back to 2002. During the migration crisis in 2016, Germany and Switzerland decided to revise the treaty.
