Switzerland Does Not Introduce a Veto Regulation

The Swiss Parliament has rejected an initiative that would have allowed it to veto federal regulations. The initiative was proposed by Fabio Regazzi, a member of the National Council, and was supported by the National Council in the spring session. The initiative argued that the Parliament should have the ability to quickly and effectively intervene in regulations that contradict its intentions. However, the State Political Commission of the Council of States (SPK-S) unanimously opposed the initiative, arguing that it would blur the responsibilities of the executive and legislative branches, and that the Parliament already has sufficient means to influence regulations through motions. Marco Chiesa (SVP/TI) proposed an individual motion to accept the initiative, arguing that effective control of the executive and a reduction in regulatory density are important for the functioning of the state, but this motion was unsuccessful. In the end, the Council of States voted 25 to 5 against the initiative, with three abstentions.
