On March 3, voters in Uri are set to make pivotal decisions on the partial revisions of the cantonal police law and the environmental law. A central aspect of the Police Act revision is establishing a cantonal threat management system. This new unit, embedded within the cantonal police, is designed to proactively identify and mitigate potential threats, such as violence or harassment, ensuring early intervention.

The canton of Uri recognizes the current absence of a structured early detection system. In response, the cantonal council, in its September 2023 session, proposed the creation of 200 full-time positions for this specialized unit. Additionally, the revision seeks to align police measures with contemporary legal practices, introducing new protocols like automated vehicle checks and utilizing bodycams.

Despite these changes, the cantonal police force is not expected to expand immediately, as these amendments do not directly impact personnel numbers. Any necessary equipment acquisitions, including those for vehicle searches or bodycams, will be addressed in future budget allocations.

In parallel, the revision of the Environmental Act aims to lay the groundwork for a potential merger between the waste management entities Zaku and Abwasser Uri. This consolidation is contingent on the companies’ initiative and is deemed beneficial only if it does not escalate fees. Moreover, the proposal seeks to extend wastewater treatment requirements to smaller communities, particularly those with tourist facilities, ensuring environmental compliance.

The revisions also clarify the responsibilities across various levels of governance in water management, ensuring a cohesive approach to environmental stewardship.

As voters in Uri prepare to make their decisions, these legislative changes represent significant steps toward enhancing community safety and environmental responsibility.
