National Council for Compromise on Reporting Cyber Incidents

The Swiss Council of States is debating a proposed Information Security Law which would require operators of critical infrastructure to report cyber attacks with high potential for damage. The National Council had previously proposed to expand the reporting requirement to include serious weaknesses in systems, but the Council of States was not in agreement. The Security Policy Commission has now proposed a compromise, which was accepted by the Council with 102 to 80 votes. This compromise excludes own developments from the reporting requirement, as these are not used by other operators. The Swiss People's Party and the Free Democratic Party opposed the reporting requirement for weaknesses, citing the risk that reported weaknesses could be attacked by hackers before they are fixed. The business community has also expressed criticism of the proposal. The proposal will now be sent back to the Council of States for further consideration.nnnnnnnnnnnnnnnnnnnnnnnnnn
