The Swiss National Council discussed the issue of rent and housing on Wednesday, but neither a cap on rental returns nor a temporary moratorium on rent increases were approved. The Federal Council was asked to consider whether building activity could be encouraged by more expensive appeals. Leo Müller (Mitte/LU) argued that the lack of housing was a problem caused by the high rents, and that the number of new builds was decreasing due to the low cost of appeals. He proposed that the Federal Council should create a legal basis for a "moderate cost risk" in appeals to prevent unnecessary appeals. The National Council agreed to this proposal without opposition, and the Federal Council also agreed. Other proposals, such as specific rent controls, a moratorium on abusive rent increases and measures for affordable housing, were not successful.
