Innerrhoden state accounts close with a deficit

The 2023 state accounts of Appenzell Innerrhoden closed with a deficit of 3.6 million. The increase in tax revenue could not compensate for the missing distribution from the National Bank. However, the result is CHF 1.3 million better than budgeted.

According to the report by the Standing Committee (government) on the bill, tax receipts in 2023 were at a record level. This is an indication of the stable economic situation. Revenues were higher than estimated for property gains tax, for example, but also for the share of direct federal tax.

With expenses of around CHF 188 million, the canton closed the state accounts with a deficit of CHF 3.6 million. This expense surplus is charged to equity, which now amounts to CHF 168 million.

Out-of-canton hospitalizations, for example, were above budget. Provisions for asylum services and operating cost contributions to cantonal institutions also increased. However, the loss of the distribution from the National Bank, which was budgeted at CHF 5 million, was particularly significant.

In its outlook, the Ethics Committee noted that it would be difficult to achieve a balanced state account without the National Bank funds. The reason for this is the steady rise in healthcare costs due to demographic trends.
