Transport Commission demands solidarity guarantees for car transport

The Transport Committee of the National Council wants to enable solidarity guarantees for operators of car loading facilities such as the Lötschberg. It has submitted a draft bill to this effect for consultation by December 9.

The car loading facilities form an interface between road and rail, the parliamentary services announced on Monday. To ensure this connection, a roadside infrastructure is needed on the one hand and rolling stock on the other.

The proposal by the National Council's Committee for Transport and Telecommunications (KVF-N) is intended to help finance infrastructure renewal. The text of the initiative fears that without the solidarity guarantee, tariffs for car transport services could be increased. This would have a detrimental effect on the Swiss economy by shifting traffic back to the roads.

Lower interest charges

Specifically, the instrument of joint and several guarantees used in regional passenger transport (RPV) is to be extended to car transport, according to the communiqué. This would allow transport companies to finance infrastructure and rolling stock at lower interest rates.

To this end, the Federal Act on the Use of Earmarked Mineral Oil Tax and Other Funds Earmarked for Road and Air Transport and the Guarantee Framework Credit for the Procurement of Operating Resources in the RPV are to be amended. According to the press release, 16 members of the committee voted in favor and 8 against.
