Another step towards new medical tariffs in Switzerland

The Board of Directors of the health insurance association Santésuisse and the members of the hospital association H+ have approved the introduction of outpatient flat rates. With this decision, they are implementing the will of Parliament and the Federal Council, the associations announced.
H+ and Santésuisse announced on Wednesday that this represents a further milestone on the way to a new medical tariff for the Swiss healthcare system.
The hospital association wants to ensure that nothing stands in the way of the tariff system being submitted to the Federal Council by the end of the year, it wrote in the press release.
From the beginning of 2024, the new national tariff office Organization of Outpatient Medical Tariffs (OAAT AG) will be responsible for maintaining flat rates and individual service tariffs, as Santésuisse also announced. According to current plans, the previous tariff organizations solutions tarifaires suisse AG and ats-tms AG will be dissolved at the end of 2023.
Less administrative work
Outpatient flat rates are intended to allow standardized procedures, examinations and treatments to be easily recorded and reimbursed. When using outpatient flat rates, it is no longer necessary to record each individual service. All services such as treatments, materials and medication are included in a flat rate and reimbursed accordingly.
According to the two associations, this reduces the administrative burden for all parties involved and eliminates false incentives. The new flat rates were developed on the basis of data from almost one million cases from around 30 hospitals.
According to Santésuisse and H+, the flat-rate tariffs will be combined with the Tardoc individual service tariff. Tardoc is a new tariff system for outpatient services that cannot be flat-rate.
