Canton of Schaffhausen tightens rules for party financing

In the canton of Schaffhausen, stricter rules will apply in future to the financing of election and referendum campaigns. Voters approved the implementation initiative for the previously adopted transparency initiative with 58.8%. The supplementary credit for the new security center was uncontroversial.

15,678 voters approved the implementation initiative, while 10,968 rejected it, as announced by the State Chancellery of the Canton of Schaffhausen on Sunday. The counter-proposal received 12,234 votes in favor (47.8 percent). The voter turnout was 64.0 percent.

The transparency initiative approved by voters in February 2020 calls for extensive disclosure of the financing of election and referendum campaigns. Candidates should also have to disclose vested interests before an election.

The demands of the initiative were too far-reaching for the Schaffhausen citizens - they wanted to replace them with a more general constitutional provision and regulate the details at the legislative level.

Counter-proposal had no chance

However, this counter-proposal to the implementation initiative, which was supported by a majority of the cantonal council and the cantonal government, did not receive a majority on Sunday. It was rejected with 12,234 yes votes to 13,473 no votes. In the run-off question, voters accordingly voted in favor of the implementation initiative by 14,118 votes to 10,466.

The implementation initiative now stipulates that the original transparency initiative must be implemented. Some minor restrictions are to apply, for example the rules should not apply to election campaigns and votes in small municipalities.

The second bill voted on by Schaffhausen voters on Sunday was less of a talking point: an additional loan of CHF 7 million was approved for the expansion of the new police and security center. With 21,460 votes in favor (68.4 percent), the approval was clear.
