Council of States gives cantons more powers to approve premiums

In future, the cantons are to have a greater say in the approval of health insurance premiums and also receive more information. The Council of States agrees with the corresponding amendments to the Health Insurance Supervision Act.

The Federal Council wants to implement a parliamentary mandate with the legislative amendments. They were completely undisputed in the Council of States. On Wednesday, it voted in favor of the bill by 28 votes to 2. It now goes to the National Council.

The cantons should therefore be able to comment on the premiums of the health insurance funds in their area before the Federal Office of Public Health (FOPH) approves them. At present, the cantons can only comment on the estimated costs in their area.

The cantons will now be able to comment on the estimate of healthcare costs and the premium proposals submitted by the health insurance funds for approval. The cantons will be entitled to the necessary information.

The Federal Council also wants to amend the Health Insurance Supervision Act with regard to the reimbursement of overpaid premiums. The compensation for overpaid premiums provides for money to be refunded if the premium income for a year in a canton is significantly higher than the cumulative costs in the canton.

While this money is currently refunded to all insured persons, insured persons with a full premium reduction will no longer receive any money. Instead, this money is to be returned to the canton. The current situation with the reimbursement to all insured persons is unfair for the cantons, wrote the Federal Council.
