Europe does not exist "à la carte", we have common rules for everyone and these also apply to Switzerland, as the Luxembourg Deputy Prime Minister said in Luxembourg. The Commission will inform the EU member states about the negotiations with Switzerland on Tuesday.

The difficulties in the negotiations between Switzerland and the EU lie in the details, said Xavier Bettel, the Luxembourg minister, ahead of the meeting. The Swedish Minister for EU Affairs, Jessica Rosencrantz, said that the integrity of the internal market must be preserved for Sweden. "Without exceptions", she added, referring to the issue of the free movement of persons.

French Minister Benjamin Haddad also believes that the freedoms of the internal market must be respected. It is important to renew all agreements, as cooperation cannot work with treaties from decades ago, said Sven Giegold, German State Secretary for Economic Affairs and Climate Protection. He represented the German government in Luxembourg at another Council formation.
