On Wednesday, the European Parliament accepted the Switzerland report of the conservative Austrian EU Member of Parliament Lukas Mandl with 538 to 42 votes and 43 abstentions. It called for "more trust between the EU and Switzerland based on increased transparency". The European Parliament in Strasbourg expressed regret that the Swiss Federal Council will not decide on a negotiating mandate until the end of 2023. It called for an agreement to be reached by autumn 2024. In response to the Russian aggression, Switzerland welcomed the adoption of EU sanctions and praised the cooperation in military areas. At the same time, it regretted the Swiss blockade on the re-export of war materials. The European Parliament has also expressed concern about the lack of an electricity agreement and called for "technical solutions at the level of transmission network operators". After the adoption of the negotiating mandate, it also called for transitional rules for Swiss participation in the EU research programme "Horizon Europe". Two and a half years ago, Mandl took on the task of writing the Switzerland Report.
