The Federal Council wants to modernize around 200 protection systems over the next 15 years. The reason for this is the deteriorating global security situation. The total cost of renewing the facilities is estimated at around CHF 220 million.
Due to the changed global security situation, existing protective structures and their maintenance are of great importance, the Federal Council wrote on Wednesday. It has therefore submitted a revision of the Civil Protection Ordinance (ZSV) for consultation. This will run until February 7, 2025.
The Confederation is planning an extensive investment program to renew the protection facilities for the command and control bodies and civil defence. From 2027, the annual budget will have to be increased from 9 to 14 to 15 million francs.
The cantons can finance the costs of maintaining and renewing shelters for the population with replacement contributions, for which around CHF 880 million is available throughout Switzerland.
