Talks have begun on the compensation to be paid to the municipalities affected by the planned nuclear repository in Stadel ZH. The actual negotiations will start in 2025.
The Association of Swiss Nuclear Power Plant Operators (Swissnuclear) is responsible for the compensation negotiations. It is preparing the negotiations with other parties, Swissnuclear informed the Keystone-SDA news agency on request. Initial talks have already taken place.
As soon as the formal framework has been prepared and all relevant topics have been identified, negotiations can begin. This will be the case in the coming year, writes Swissnuclear. It is still unclear how many millions in total will flow to the municipalities in the cantons of Zurich, Aargau, Schaffhausen and Germany.
The amount and payment modalities of the compensation are the result of the joint negotiation process, writes Wolfgang Denk, Head of Strategic Projects at Swissnuclear. No details can be provided at this time. This would prejudge the negotiations and contradict a sustainable solution worked out in partnership.
Application with 30,000 pages
On Tuesday, November 19, Nagra, the National Cooperative for the Disposal of Radioactive Waste, will also submit the general license application for the repository near Stadel.
In total, it submits 13 application documents to the federal government, which are based on over 200 scientific reports. Together, these reports comprise around 30,000 pages. Nagra spokesperson Jagna Züllig said that the federal authorities would review the application for completeness in the coming months.
The application will then be published online. Nagra is doing this three years earlier than required by law, the Nagra spokesperson notes. A complete version of the documents will also be printed on paper.
The public is also informed
The application defines the framework and proves that a deep geological repository in Nördlich Lägern will meet the highest safety standards in the long term, emphasized Züllig. It shows how the repository can be built and operated safely - even if it is demanding. And that it is compatible with environmental protection.
On the same day that Nagra submits its application, the "Regionalkonferenz Nördlich Lägern" will hold a plenary meeting in Bülach in the evening and inform the public about the applications and the next steps.
Start of construction planned for 2045
It has been known since September 2022 that the final nuclear waste repository is to be drilled in the Zurich municipality of Stadel, more precisely in Haberstal. The Federal Council and Parliament will decide on the repository from 2029. If a referendum is held, it will then be put to a popular vote. Construction is scheduled to start in 2045.
The first low- and intermediate-level waste is then to be stored in around 2050. The area for high-level waste is scheduled to go into operation around 2060.
