According to an assessment by the Federal Intelligence Service, 48 people currently pose a threat to Switzerland's internal or external security. This is one more person than last May.
As part of its counter-terrorism activities, the Federal Intelligence Service (FIS) records both jihadists and people who support other forms of terrorism, as it wrote in a press release on Friday. The definition of a "high-risk person" used by the FIS also includes people who incite terrorism.
However, the FIS did not disclose the exact criteria it applies when recording data. In the communiqué, it merely spoke of a "combination of very precise criteria". A "specific reference to violence" was the decisive factor.
All high-risk individuals are reported to the Federal Office of Police and the Office of the Attorney General on an ongoing basis, the statement continued. The FIS processes the cases together with the cantons and takes preventive measures.
On Friday, the intelligence service also reported on its findings regarding jihadist activities on the internet. It has recorded an increase in this area since May. The number of conspicuous users who have spread such ideas or networked with like-minded people in Switzerland and abroad has increased from 822 to 862. The statistics include all users who have been identified in this context since 2012.
Since 2001, the FIS has also registered 92 people who have traveled from Switzerland to conflict zones to join Islamist terrorist groups. 32 of these people have since died and 16 have returned to Switzerland. According to the FIS, 30 of the 92 cases were Swiss nationals, including 15 dual citizens.
