Lucerne decides on the Young SVP’s “anti-congestion initiative”

On November 26, Lucerne voters will decide, among other things, to what extent the road network should be geared towards the needs of private car and truck traffic. The "anti-congestion initiative" is opposed by a car-friendly counter-proposal.

The electorate therefore has the choice between a strict ban on reducing road capacity and a softer solution.

The initiative essentially demands that the capacity of the cantonal road network must not be reduced. The counter-proposal stipulates that the canton should ensure an efficient road network for private and commercial traffic. Any reduction in capacity should be compensated for in the surrounding road network.

All parliamentary groups in the cantonal council spoke out against the "anti-congestion initiative". The tenor was that the referendum focused too strongly on cars and was not compatible with other transport and environmental policy principles. The Council therefore opted for a car-friendly counter-proposal.

Settlement-compatible town centers

The second popular initiative, which will be voted on by voters on 26 November, advocates more attractive village centers. The Green Party's "Attractive centers" legislative initiative calls for village centers along cantonal and municipal roads to be designed in a way that is compatible with residential areas. They should once again become important meeting places.

Im Kantonsparlament kritisierten die bürgerlichen Fraktionen und die Kantonsregierung, dass die Initiative in die Gemeindeautonomie eingreife. Die Kantonsregierung reichte deshalb einen Gegenvorschlag ein, der die Autonomie der Gemeinden respektiert. Der Rat lehnte sowohl diesen als auch die Initiative ab.

Ausbau Kanti Sursee

Finally, the voters decide on the expansion of the second-largest cantonal school in Lucerne, the one in Sursee. The cantonal council had approved the special loan of CHF 59.7 million.

Mit dem geplanten Ausbau soll es dereinst möglich sein, in Sursee 61 Klassen mit 1'200 Schülerinnen und Schülern zu unterrichten. Wächst die Region weiter wie bisher, soll die erweiterte Schulanlage bis 2032 voll belegt sein. Heute besuchen dort rund 950 Schülerinnen und Schüler die Schule.

The new building should be ready by October 2026. All work should be completed by August 2028.
