National Council committee does not want a new whistleblower bill

The National Council's Legal Affairs Committee (RK-N) does not want to make a new attempt to improve the protection of whistleblowers. According to the tenor, there is no compromise in sight that would justify a new edition.
A similar proposal was rejected by Parliament, according to a statement from the Parliamentary Services on Friday. The corresponding motion by former member of the Council of States Ruedi Noser (FDP/ZH) was rejected by 16 votes to 8 with one abstention. The National Council will make the final decision.
Specifically, Noser is calling for the creation of a legal framework to protect whistleblowers in the private sector. A whistleblower is a person who publishes important information for the public in a secret or protected context.
The second part of the bill requested by Noser involves increasing the maximum legal penalty for legal entities. According to the text of the motion, the aim is to bring national implementation of the OECD Anti-Bribery Convention into line with current OECD standards.
In September, the Council of States voted clearly in favor of a new attempt to improve the protection of whistleblowers in Switzerland. At the time, the Federal Council argued in a similar way to the National Council committee now: its proposals on the subject had been rejected twice by Parliament in the past ten years. Noser's motion did not contain any parameters on the basis of which a bill with majority support would be possible.
