By 2024, new measures will be in place to help curb the rising costs of healthcare. These include cost monitoring for doctors, hospitals, and health insurance companies, as well as a right of complaint for health insurance associations in cantonal hospital planning. It is not possible to quantify the effects of these measures. Pharmacists must provide cheaper medications when multiple drugs with the same active ingredients are available for treatment, and patients will only have to pay a 10% co-payment. Health insurance organizations will also be able to participate in cantonal hospital planning, and can appeal to the Federal Administrative Court if they disagree with cantonal decisions. Additionally, labeling and drug information for parallel imported drugs will be simplified. The exact effects of these measures cannot be quantified, but they are expected to reduce costs in the long run.
