Not everyone agrees with the Moutier Concordat

The concordat on the change of canton of Moutier has not met with unanimous approval. Several groups loyal to Bern and some members of the Bernese cantonal parliament announced on Friday that they would oppose the agreement in its current form.

The SVP members of the cantonal parliament from the Bernese Jura will speak out against the concordat when it is discussed in the Bernese cantonal parliament next spring, announced Etienne Klopfenstein, member of the cantonal parliament. "With the change of canton for the municipality of Moutier, there are no winners, only losers," he said on Friday.

FDP Councillor Virginie Heyer also stated that she personally would not support the text: "We believe that it would have been possible to achieve more financially for the interests of the Canton of Bern and especially for the Bernese Jura".

National Councillor Manfred Bühler, President of the Bernese SVP, also felt that the conditions for approval were not met: "Today I would vote no," he said. The Swiss parliament will have to vote on the decision to change the territories of the cantons of Jura and Bern in 2025.

Exert pressure

Struggle movements such as Moutier-Résiste or the Groupe Sanglier also reject the concordat in its current form. They doubt that the autonomists will renounce all territorial claims in the Bernese Jura.

"We want to put pressure on the Bernese government," said Jean-Pierre Graber, President of the pro-Bernese movement Force démocratique. "I know that the Concordat will be accepted by the Bernese Grand Council for reasons of state," said the former National Councillor. "It's not about reviving the Jura issue, but about asking questions," added Heyer.
