OSCE recommends improving the voting process for people with disabilities

According to the OSCE Office for Democratic Institutions and Human Rights (ODIHR), the federal elections in October were fiercely contested and well organized. New rules on campaign financing would have increased transparency. Among other things, the report recommends improvements for people with disabilities.

The final report published on Thursday contains 18 recommendations. In particular, the transparency regulations for the disclosure of the financial interests of elected officials should be strengthened.

The OSCE notes that the new regulation of campaign financing lacks limits on donations and campaign spending. Reporting on expenditure is also "unfortunately not required". It recommends the introduction of restrictions on campaign donations and spending. A disclosure requirement should be introduced for donations from state-controlled companies.

The redesigned internet voting system has improved transparency and the ability to review the overall process. The OSCE advises testing and reviewing the monitoring and verification process before the elections, as there were some technical shortcomings in the reporting of election results at the central level.

Although a number of steps have been taken to improve the accessibility of elections for voters with disabilities, Swiss legislation is still not fully in line with international standards. The OSCE recommends the provision of appropriately prepared election materials and internet voting instructions.
