The Swiss diplomat Thomas Greminger believes that Switzerland can discreetly foster dialogue between Russia and Ukraine to promote stability in Europe. He believes that Switzerland can do much behind the scenes, but does not see itself as an official mediator. The Centre for Security Policy in Geneva, which is mainly funded by the Swiss government, has worked on the question of what status and security guarantees the Ukraine should have in the future. Greminger believes that it is beneficial for the international community and Switzerland if Switzerland remains neutral. He also believes that Switzerland should do more in the humanitarian and reconstruction fields, as well as be more generous in accepting Ukrainian refugees. Greminger believes that the most likely scenario is for the war to continue for a long time. He suggests that a theoretical compromise could be the temporary cession of occupied territories to Russia, with the possibility of negotiating their return when a new Russian government is in power. Ultimately, he believes that the question is whether people would prefer a long and expensive war, or an unsatisfactory end to the conflict.nnnnnnnnnn
