Despite the Kremlin's refusal, Ukrainian President Volodymyr Selensky has renewed his call for Russia to take part in a second peace summit this year.

"I believe that Russian representatives must be present at the second summit," said Selensky at a press conference in Kiev. To this end, he expects an elaborate plan by November to implement the so-called peace formula he presented back in 2022, which envisages a complete withdrawal of Russian troops from Ukrainian territory.

There will be a meeting at ministerial or advisory level in Qatar at the end of July or beginning of August on energy security, said Selenskyj. There will also be talks in Turkey in August on freedom of navigation and therefore food security. In addition, the exchange of prisoners and the return of children abducted by Russia would be discussed at a third meeting in Canada in August.

Ukraine has been fending off a Russian invasion since February 2022. Russia is demanding that the neighboring state cede more than a fifth of Ukraine's territory in exchange for peace. Ukraine should also declare itself neutral and thus renounce its accession to NATO, which has been enshrined in the constitution since 2019. Without Russian representatives, representatives from over 100 countries and organizations took part in a peace summit in Switzerland in June. Three of the ten points of the Zelensky peace plan were discussed: energy security, food security and the exchange of prisoners. Moscow had described the summit as absurd.
