The Zurich Cantonal Council approved the 2025 budget on Monday after three days of debate. It shows a plus of 180 million francs. The SP, Greens and AL rejected it. The conservatives were only interested in being able to reduce taxes next year.
The Cantonal Council approved the budget of almost CHF 20 billion by 113 votes to 58. Compared to the current year, it provides for additional expenditure of CHF 824 million.
For the left-wing side of the Council, this additional expenditure should be even higher. However, a "savings alliance" made up of the SVP/EDU, FDP and GLP succeeded in ensuring that less can be spent on many items than requested by government councillor Ernst Stocker (SVP).
For example, the Commons cut some of the additional spending on vocational training, the university and the prison system. "No unreasonable cuts were made. Only growth was slowed down," said Claudio Zihlmann (FDP, Zurich).
"Like squirrels"
In the end, the SP, Greens and AL were disappointed with the result. "It's obvious that the only aim of the conservatives is to lower the tax rate next year," said Judith Stofer (AL, Dübendorf). Like squirrels, they had dug up nuts everywhere to be able to show such a plus.
The tax rate was not an issue in this year's budget discussion. This is only set every two years in the canton of Zurich. The last time this was the case was in 2023, when it was lowered by 1 percentage point to 98%.
