National Council Insists on Counterproposal to Biodiversity Initiative

The National Council has voted to accept the indirect counterproposal to the popular initiative on biodiversity, with 99 votes in favour and 77 against, and 6 abstentions. This is the same decision they made a year ago, but the Council of States did not accept the proposal. The majority of the Council of States believed that the goal of thirty percent biodiversity areas according to the international Montreal-Kunming agreement could be achieved with existing instruments. The National Council, however, wanted an indirect counterproposal and followed its Commission for Environment, Spatial Planning and Energy, which advocated for a compromise. It was argued that swift action was needed to stop the loss of biodiversity. Rejection motions from the Middle Party and the SVP were rejected. In summary, the National Council has voted to accept an indirect counterproposal to the popular initiative on biodiversity, in order to address the issues raised by the initiative through legislative changes.
